Classical interpretation: If you want peace, you must gain it by being prepared for a war, and thereby deterring your enemies and assuring your allies, thus creating an atmosphere conducive to peace.
Modern meaning: If you throw the word peace around a lot, and show everyone you haven’t got the cajones to fight, you’ll soon have a huge, honking war on your hands.
