Of course it was a missile. And it was fired away from the mainland because in the Asian mind this is not to be seen as an act of war but more of a message.

The message was:

1. We can do this. Whenever we want.

2. You are powerless to do anything about it.

3. In fact, you are so powerless, you will have to lie to your people about what it was because they would undoubtedly be so outraged they would demand you do something but you could do nothing.

BTW, careful examination of the video regarding the clouds at the bottom reveals that IF that were a missile it was about ONE MILE WIDE.
