Because he has not fully understood the event, and thus is uneasy with the reality of the missile.
The missile was not a threat to us in and of itself, but it is a threat to the peace, safety and soverignty of the US if it results in the Republican leadership in the Senate getting weak-kneed and allowing START to pass.

Because they are being fooled by an edited CBS tape. Explain how a stills photographer was able to record this claimed ballistic missile event over an extended timeline and still record the object in the frame? The missile would have been long gone. Remember that CBS are telling us that the object was going away from the mainland and heading out to sea. The LAX webcam and Rick Warrens images prove that this was not the case.
Aircraft contrails can be misinterpreted. As an aviation photographer I've seen several airliner contrails that have produced the 'ballistic characteristics'. They can be completely misinterpreted. The key is the speed and perspective when viewing them.
Here are two examples of aircraft contrails that have caused missile flaps in the US.
