As we move farther away from the Constitution, I think it becomes more clear that our system does not really have a method to block such a drift. To some extent the Supreme Court serves that function -- but only to some extent. Look at Obamacare: it seems pretty clearly unConstitutional to me. What is the Supreme Court doing about it? Nothing. They have to wait until it is implemented, and someone files a suit, and the suit is decided at this level and at that level, and eventually comes to the Supreme Court, at which time the Court may issue a ruling like Kelo which says that the government can do anything it wants.
I like the Enumerated Powers Act -- make Congress explicitly state what part of the Constitution allows the federal government to regulate the thing they are regulating with each law.

I agree. Any law passed by the Congress or States should first pass the test of whether or not it is Constitutional, before it becomes law. All other laws entered on the books in the last two years should also have to pass a Constitional test.
