Primary race baiters stir up racial issues not to avoid addressing issues. They do so in order to advance their power.

In the same famous hearing where she thought Armstrong landed on Mars, she was also violating parliamentary rules by taking too much time, throwing multiple issues into one question and speaking out of turn. After the chairman tried multiple times to get her in line, she responded that she was being singled out for being the only black woman on the committee.
