You would think that circumcizing the foreskin of a penis would apply to males.

But, this is San Fransicko we’re talking about, so who knows???

Look. Even the language in this bill is ambiguous....

“to make it a misdemeanor to circumcise, excise, cut or mutilate the foreskin, testicle or penis of another person who has not attained the age of 18.”

I think they should have been more Frisco specific.....

“to make it a misdemeanor to circumcise, excise, cut or mutilate the foreskin, testicle or penis of another person (MALE, FEMALE, SHEMALE, IT, WHATEVER, ETC.....) who has not attained the age of 18.”
