Your link comes from Cmdr. Donaldson's group. I used to have a long post about this but it has been lost for reasons I do not understand. Cmdr. Donaldson is now deceased but his group lives on through his brother.

The information at the link is deliberately deceptive. It is referring to Notices to Mariners. There was a Notice to Airmen (NOTAM) issued for activity that evening in W-105 up to 18000 feet. (Not many boats at 18000 feet!). As I said years ago: Donaldson is Navy. Once Navy, always Navy, I guess. He is (was) just trying to deflect attention from the Navy which almost certainly, IMHO, shot TWA 800 down by accident.
