The only necessary change is to require the part of the Missouri bureaucracy which has the actual birth documentation to issue such for the specific purpose of running for elective office. Obviously the author of the legislation wasn't very bright

I have no idea of what all is involved but I have a problem believing that it was a simple as that. Otherwise you're correct, link the amendment with legislation saying that long form birth certificates would be given out and that would have been the end of that.

And I have a problem believing that it isn't. I am 99% sure that SOME bureaucracy in Missouri keeps the records. They just need to be given different marching orders.
