'Then', Governor Brown was quotes as saying that he didn't want to squander the whole state surplus (nearly $7.1 billion in surplus in 1977) on helping homeowners curb their growing residential taxes.
Brown's better idea was to spend from the surplus so to own and operate a communications satellite for California. Hence his nickname: "Moonbeam."
If you ask Jerry Brown today about his tax apathy 'then', his 'now' response is very peculiar.
In our current gubernatorial jaunt Jerry Brown maintains that he was against a legislative tax cut for property owners in 1977 because of his personal desired to hold on to the surplus in preparation for an anticipated an economic downturn; a premonition that Jerry Brown must have discovered channeling mystique religions while traveling around the globe with superstar Linda Ronstadt hanging on his arm.

When you hear voters talk about Jerry Brown as if he is a human timeline of California historical events, and that his dance upon that timeline has him matured 'now' versus 'then' -- don't believe it. It is what it is; the evidence is clear. Jerry's 'then' will always be his 'now' -- no matter how hard he tries to run from the past.

Meg needs to keep pounding the ad with Jerry telling the world he didn’t have a plan for anything, schools, jobs, crime or the environment when he ran for Governor last time.

OMG, I remember the brawl over Prop 13. Dems were caterwauling non stop about how we would have no schools or police. The end of days.
I shudder to think how much worse CA would be if libtards could raid property taxes at will. They try nearly every election to slip some inchoherent proposition thru that will neuter parts of Prop 13.
