Actually, kids in PR have been celebrating Halloween for many years. I remember this as an Army brat at Fort Allen and Fort Buchanan, PR in the 1970s.

last time i was on P.R. i had a couple hours to kill so we sat in a little beach bar in old San Juan over looking the sea shore where we saw cops on foot, cops on dirt bikes, cops on four wheelers, cops in cars and cops in 4X4 Blazers even cops in helicopters...
they must bring out the APCs at night if they need this much security in the daytime.
