[Puerto Rico] Police Superintendent José Figueroa ordered the cancellation of vacation and off days in the department in order to have the largest number of personnel on hand to handle any incidents this weekend when Halloween is celebrated.
Likewise, through a press release, the official called on people to take the necessary precautions next Sunday, October 31 as they celebrate in the evening.
"We urge all fathers and mothers to supervise and be aware of where and with whom their children are celebrating the traditional Halloween. In the case of minors, it is crucial for children to be accompanied by an adult at all times. It is also imperative that the parents of teenagers be aware of how and with whom their children plan to celebrate the festivity," the public official indicated.
The Superintendent announced that patrolling during the October 31 festivities will be reinforced with recently-acquired vehicles and that the [telephone] lines for confidential inquiries and emergency calls will be available for any incident.
"We have reinforced the staff who handle the (787) 343-2020 line so that any person who needs to communicate may do so in confidence and with the assurance that his need will be addressed," he pointed out.

Actually, no. Kids in Puerto Rico have been celebrating Halloween for decades.
A little assurance from the local police department (with a little PR added for good measure) never hurts.

Actually, kids in PR have been celebrating Halloween for many years. I remember this as an Army brat at Fort Allen and Fort Buchanan, PR in the 1970s.

I got back from PR a few weeks ago. Went to Rincon and Vieques. I saw drug deals conducted openly on the street. Was told by an ex pat that you can get a half oz of cocaine for $40.
