So, what are these insider staff members doing right now, and what jobs have they held over the past 2-4 years? Obviously, they weren’t working for GOP Congressmen. The GOP is going to get 60+ new Congressmen, and you mean to tell me, the old guard has staffers just sitting in the dugout ready to play? Whoever these staffers are, they are probably the biggest GOP flunkies available. They are the perfect staffers to leak to the press, etc., etc. Probably a bunch of Meghan McCain wannabees.

Sort of. The Cap Hill staffing world is pretty dynamic between member offices, committees, leadership offices and external organizations (RNC, NRCC, NRSC, GOP-leaning think-tanks and the like), and people working their entire careers just in member offices is pretty rare. The "dugout" as you describe it will be either the Committee staffs, which will have mid-level staffers ready for promotion to LD (Legislative Director) or Chief of Staff, or the various Republican/Conservative think-tanks and interest groups around town.
Regaining the Majority will require a lot more staff, but will also attract all sorts of applicants from around DC who want to be in on the new GOP majority.

OR they are staff stranded when their dim congressperson loses.
