Poll watchers do not just appear at the polls. You actually have to sign up with your party in advance and then be approved and assigned to a polling place by the board of elections. Both parties have poll watchers on site. I do it every election, although unfortunately this year I was away and missed the deadline so I’m not going to be able to do it.
Most of the time you just sit there and make sure people aren’t electioneering and that the clerks are following proper procedures. I do recall that during the 2004 elections, when I was living in the one Democrat county in North Florida, they were very hostile to me, however, and the Dems had sent lawyers to every polling place to “monitor” the poll watchers (only the GOP ones, of course). The attorneys would seek to intimidate the GOP poll watchers (mostly little old ladies) by demanding their personal information, etc., and speaking very harshly to them.
It looks to me like this incident in Texas was an example of a favorite Dem tactic, harrassment through attorney.

In one instance, three poll watchers were yelled at by a Democrat Harris County Commissioner ***El Franco Lee ***who said,Why are you here? We have never had poll watchers here. Yall need to get on out of here.

Of course, Matt Angle features in The Blueprint, a fine piece of political journalism that describes how a handful of committed millionaire progressives managed to flip formerly reliably Republican Colorado to the Dems over a few election cycles, through strategic funding of down-ballot political races, creation of a loose network of independent news organizations and ethics groups to pound targeted opponents, and liberal use (no pun intended) of the legal system to tie up ostensibly conservative organizations. Angle all but promised to bring the Colorado Model to Texas, in the form of his Lone Star Project (and associated groups). This is critical, and far more potent than Alinsky.
