I think of these cartel bosses like I think of Mafia - they should be shot on sight. No trial where they can intimidate or kill witnesses or jury - no waste of taxpayer money putting them in jail - just kill them.

First, it's STRATFOR, whose reliability is questionably at best.
Second, the decapitation of the investigator can be explained by his simply being there ... it need have nothing in particular to do with the Hartley case other than that was what brought him to the area.
I seriously doubt these blatant murderers see any need to cover up this particular investigation. They apparently don't need much excuse to kill folks.
