Picking winners and losers.
The total cost of Obamacare is not known to me (or to anyone, I suspect) but it is a certain dollar amount. As some waivers are issued, then the percentage which must be paid by the losers must necessarily go up.
Each waiver makes healthcare costs rise for the rest of us. It's more wealth redistribution, which, I suspect, is the whole point.
