A lot of Hispanics have names like that -.remember that Moslems ruled Spain for centuries.

Yes it a Semitic name. "Omer" is Hebrew (Esau's grandson). Umar/Omar is an Arab name. All have the same meaning. It should not be confused with Omri.
As a Biblical name, Protestants use it. Omar Bradly comes to mind.
