This is one of those stories that will really get TEA Party members all worked up, but it’s for the wrong reason. It makes sense to change from all UPPERCASE to Lowercase as the signs need to be replaced since they really are easier to read. There are issues however.
The federal government has come out with new mandates for street signs, you know, the ones that tell you what street you’re on. Other than the fact the uniformity of all of the signs certainly is boring when it comes to community identity and the federal government mandating such a thing is totally unconstitutional, the lowercase change does make sense.

Not that I expect progressives to be concerned about costs or anything, nor think about how to make money.
$110 per sign—pretty steep for what they’re getting, even for NY.
Our perpetually broke little town of 25,000 did something similar recently. They changed out all the “Parking” signs downtown even through they were in good shape. The reason? They were not uniformly spaced down Main Street! I kid you not. Government is run by assholes at every level that don’t treat taxpayer money as if it were their own.
Right now, there are construction crews around town shortening the median strips at intersections. They are making them a few feet shorter so the crosswalks don’t run over the end of the median strip curbs. I’m guessing it was too inconvenient for the wheelchairs to have to swerve two feet out of the crosswalk to miss the end of the median curb — the wheelchairs must be able to proceed across without any such inconvenience. Probably an ADA thing. I’d guess another $50k down the drain for no good purpose.

It’s time for lawyers to swarm on the gov’t with lawsuits.
