Isn’t there some kind of law that will prohibit the small potatoes guy from not getting an exemption when the big potatoes guy gets one?

...good point...I think that’s covered by the Robinson-Pattman Act(anti-trust)

also how about some ‘flexibility’ for my household when we get a 20% rate hike from Blue Cross?

Unfortunately Presidents (Republican and Democrat) appoint people who are in agreement with the idea that the Judiciary should be deferential to the Executive branch.

Supposedly, the "Equal Protection" clause of the 14th amendment. But Congress passes many many laws that are crafted to favor or disfavor targeted groups and individuals. There is even such a thing as a "private bill," written for an identifiable person or family.
