Maybe I am one of those dumb Americans, but isn’t the Canadian dollar “worth” more than the U.S. dollar?
So actually, it all works out the same,
7.99 US vs. 7.99 CAN.

No it isn’t. Currently the Canuck buck is trading a few cents below the US. It may reach parity soon or not. It may rise above the US dollar or not but as of now it is worth a few cents less.

Not necc. As a former canuck, the country doesnt necc follow the rule. For instance, I went back to my crappy hometown of Vancouver BC during the Olympics. I went to my local comic store and on DC/ Marvel comics there’s a price of 3.99 US/3.99 CAN.

There’s a sign behind the clerk that says “the price is NOT 3.99 but 4.99 due to inflation’ which is absolute rubbish because the price on the comic says so. And dont get me started with the national HST.
