Am I mistaken or did the FBI have to take orders from Reno?

If they had to take orders from Reno I am not sure what they could have done about it.

Ruby Ridge happened under President George H. W. Bush. His Attorney General for the Ruby Ridge murders was William Barr.

Waco happened under Clinton and Reno was his Attorney General.
