The California Air Resources Board is on the verge of destroying the collaborative work of an unlikely coalition of environmentalists, labor, employers and municipalities. These diverse interests worked together to pass SB375, a bill to create more sustainable communities through regional planning. Now, CARB staff have issued SB375 greenhouse-gas emission targets that were never considered by stakeholders to the SB375 implementation process. Rather than keep all parties involved, the CARB staff has set lofty goals that communities realistically won't be able to achieve.

The higher targets would have severe ramifications for our state's economic recovery. The MTC analysis indicated that a target of 12 percent would require gas prices of $9.07 per gallon, as well as the implementation of congestion pricing, parking fees and other taxes. This would make it prohibitive for people to travel to work, without providing alternative means of transportation.
These extreme reduction targets will place unreasonable restrictions on development, construction and home building. There is also great concern that the inability to reach these targets will keep new projects held up in litigation, while businesses are forced to pay heavy fines and mitigation fees.
With a 25 percent unemployment rate in the construction industry, this will only make the situation worse. Construction and housing jobs have historically driven economic growth during economic downturns. But with policies like those under consideration by CARB, we are putting a cap on our state's potential and resigning ourselves to fewer jobs and fewer opportunities, preventing our economy from rebounding and harming efforts to reduce the state's high unemployment numbers

OTOH, the owners of suburban homes will see their property values tank, and the State will have an inverse condemnation case on their hands the size of Montana... after all the banks holding their mortgages go under.
It's not just the price.
This summer, we rented a Chrysler Town and Country van for a month-long vacation. We drove it 9,000 miles across the entire country and back. The $3.65/gal 87 octane gas we bought in California got us 17-18 mpg at 65mph. The $2.25/gal 85 octane gas we bought in Texas got us 24-25 mpg at 80mph. Effectively, California gas cost us half again what Texas gas was costing us while saving us considerable time.
