KIEM TV in Eureka is reporting they received a press release from the Pin Head in Sac saying a frame work has been reached what ever that is???

An absolutely extraconstitutional process that needs to be codified as illegal.

Why the hell doesn't the informed electotate rise up and banish this Star Chamber process.

If I had wanted to vote for legislative leaders, I would have. I didn't and I see no legal reason that the legislators I helped elect should be purposely excluded from the budgeting process by 5 good-old-boys in Sacramento.
