Prosecution for littering?

Is this a joke? And, with WHAT is the person going to be charged??? AND, whose money is the $10,000 - taxpayers?
“Prosecution for littering?”
That’s what I want to know.
What is the crime, that would justify a $10,000 reward?
What is the penalty for this crime?
Something in this story is left out and it does not pass the smell test.
Littering? Nonsense.
Burning a Quran in public is improper disposal of garbage, at best.

I am for burning everything you want (bible, quran, flag, pictures of leaders etc) and this is ridiculous, where’s the threat to justify a $10K reward?

Police Identify Individual Responsible for Qur’an Desecration
Police have positively identified the individual responsible for the desecration of the Qur’an on Saturday, Sept. 11.
The individual voluntarily surrendered to police officials on Wednesday, Sept. 15 following the establishment of a $10,000 reward fund. None of the reward funds were paid out to obtain the information leading to the individual’s identity. The individual continues to cooperate with police and FBI officials. The investigators have determined that this was an isolated incident.
It is expected that the police investigation will be completed early next week. The case will be forwarded to the Ingham County Prosecutor’s Office for review. No further information will be released until a decision is made about filing charges.

What’s the crime?
They just want to know who did it.
So they can have him and his family beheaded.

The individual recounted specific information about the incident which police had kept under wraps, and the man continues to cooperate with police, an ELPD spokesperson says. The person is not in custody and police expect to turn over their reports to Ingham County Prosecutor Stuart Dunnings III early next week.
Dunnings will determine if a crime was committed and whether or not enough evidence exists to prosecute that crime.”
