For someone to have such an awful thought speaks highly of yourself.

You want to outlaw homosexuality, so how would you word the legislation doing so? And how would you make sure that people aren't violating it?

Just as an illegal substance, keep it to yourself. If you get caught, you get in trouble. Plain and simple.
