I’m a little confused, this is a State Dept program right? It is at least one step better than the UN being in control of how much we pay and to whom.
You are confused because this is not a legitimate role of government, nor is it Constitutional.
The board of the ‘corporation’ is government officials from our country, government officials from foreign countries, and officers of global corporations.
It is ALL bad,and ALL wrong.
