The problem is not the achievement gap, but the ambition gap.

It's really a mix of IQ (potential), culture (external pressures) and ambition (internal drive) and opportunity. Misfiring on any one of those limits maximum achievement. IQ is the one you can't fix. It is usually a stable value +/- 5 points over the life of an individual. It is subject to going down due to trauma, disease or malnutrition over time.
