I was wondering who the 24 were. One was Frank Wolf, 10th district of Virginia; I remember at the time he gave some explanation about how it was reasonable to vote to send a bill to committee, where it would likely die, instead of leaving it out as an issue by not voting to send it to committee.
On the other hand, the measure to send it to committee passed easily without his vote, so his vote was symbolic.
And, of course, the bill died in the committee, so sending it to committee accomplished it’s purpose. I also think Frank thought it was reasonable to do investigations, in order to discover the truth, but even my own moderate congressman Tom Davis voted against.
