I’m not going to pretend to be an expert on something I’m not, namely how the Soviet Union worked. Let’s just assume your theory is correct. It is suprising that this story has not ‘grown legs’ after four days.
The question I have is why?
If so, are they really operational? I've read that they would have become useless by now due to radioactive destruction of the key electronics.
As to Russian or ex-Soviet involvement, who would benefit and why from such a demolition? Follow the money and power.

Not really. My fellow Americans have been brow-beaten and ridiculed every time we say something that sounds ‘paranoid’ or ‘phonic’. Not naive — henpecked by academe to be more trusting of our enemies. It’s a sick situation that already got many people killed.
