Only because the author is an idiot. in every state that I'm familiar, there exists a statute(s) that adds an enhancement to a criminal trespass charge. So, if you are arrested for trespass but haven't necessarily burgled any thing (which would lead to a burglary charge), you might find yourself with additional charges if you have what is described by statute as a "tool of burglary" (or whatever phrase the state might use.
And, again depending on the state, this can be a misdemeanor charge, or a felony charge depending on the kinds of tools you're carrying.
As an example (and depending on the state), if you're carrying on your person a propriety tool - for getting into a particular lock or safe, you're probably going to be facing a felony. In GA - I practiced in GA for a little while - the statute is 16-7-20 (or it could be 16-7-21, I can't remember), if you want to read it yourself.

Those were not Spetznaz; they were kids. I dealt with Spetznaz on a friendly basis while in the Army. There’s not a deputy in the country who could take one Spetznaz, let alone three of them.
Why were they at the power plant with tools and ski masks? Why was one carrying a silk scarf? Who knows? There is obviously more to the story. There obviously was no bomb, certainly not a tactical nuclear weapon, or these guys would not be released. In fact, we’d probably have never heard about it at all.
On the other hand, there has been a great deal of Russian activity lately.
There is the ever-so-slim chance that the reason they were released was so they could be followed and surveilled. I know that is pretty far from reality because it would require the authorities to actually give a crap, and to not be infected with chronic PCness.

Seriously though, the story is interesting. However there is a simple rule of thumb for paring away reality from conspiracy. IF this story continues to be in the media, then the guys were just some silly Russians trying to muck about and got caught before they could vandalize anything. HOWEVER, if the story downright straightup disappears from the media, like the ether opened up and swallowed it, then you can know that there was more to the story than drunk Russians with thoughts of vandalism. It is like the story last year of some 'Asian gentlemen' who were intercepted in Switzerland with billions of dollars worth of bonds ....a big story for two days, then it 100 percent disappeared. Like it never happened. Now ...that WAS a story!!!! :)
