Good point, but this is similar to financing mechanisms used by other government agencies or private companies in arrangements that function as monopolies by their very nature. Think of variable pricing arrangements for electricity usage, for example. Users pay more during periods of peak demand than they do at other times.

In fact, I'd suggest that one big factor in highway congestion is the difficulty in having users pay for the highway system in a way that has any correlation to how much they contribute to the congestion on the system.
