Meaning, he and his socialist fellow travelers haven’t read, understood or learned from history - or they don’t care to.
Socialists never look at history. They always think that they are smarter and they can make it work when no one else has been able to. There is always some excuse, too many peasants, not enough industrialization, too much opposition, the people just don't understand. Just remember this, even the Germans couldn't make communism work.
