Yep. Issues of ground subsidence and accretion are dealt with extensively in the Louisiana Civil Code going back to 1808.
Leave it to the hivemind left to confuse measured geological shifts with alleged climate change.
Within 18 months of completion, if it is completed, this boondoggle will be a derelict wreck haunted by crackheads.

If they thought global warming and rising sea levels to be a real threat, they would put in on some Colorado ocean front property.
Seriously, the biggest expense of rising oceans is moving coastal cities and ports a few (or even a couple dozen) feet higher. If the global warming theory is correct, there is nothing that can be done to reverse what has already been done but merely to mitigate and slow down the damage. This is like sticking a building warning about earthquake dangers right on top of the San Andreas Fault.
