What would the point be for having those grow operations if people could just legally grow their own? The cartels would have no customers.

Because there's money in it. Take away the money, leaving heavy penalties for quantity production and they'll quit. I'll go out on a limb and say that a majority of Oregon's legal growers disobey the law and sell illegally. Because marijuana sells at high prices, regardless of how it's produced. Risk/reward.
