Seems like it would knock the cartels for a loop, and free up law enforcement to crack down on meth and coke. I am not sure what the effect would be. They are already responsible for a large percentage of the domestic outdoor grow operations in the western US.

Take away the money, leaving heavy penalties for quantity production and they'll quit. I'll go out on a limb and say that a majority of Oregon's legal growers disobey the law and sell illegally. Because marijuana sells at high prices, regardless of how it's produced. Risk/reward.
