I have no intimate knowledge, but I think the approach should be to follow the money. The probability is high that the mayor was given/promished a large sum of money for his actions. The reason for deducing this is that his actions are so outlandish. Crossing one’s palm with silver would provide an answer and there is a LOT of Arabian oil money floating around these days.
Bloomie doesn’t need cash, but the access to the market and being the main or only western reporting and research agency in the region is worth billions to Bloomie and his Wall St friends. Murdoch is also seeking to move the bulk of Int’l Newscorp there as well
