My wild guess would be that there is asbestos and lead paint. This type of plastic covering is common when abatement is done. That much renovation probably includes blasting off a ton of paint and removing insulation.
When it's uncovered, if it's painted green with a mosque top I'll eat my words, but honestly, this isn't at all unusual for a major restoration.
