She needed to have a press conference to let us know that “she has broken no House rules” but “the issue is difficult to understand.”
I think she means that it’s difficult for intelligent people to understand why she thinks no House rules, or other laws, have been broken.

The stress in her voice is unmistakable, her body language reminds me of a five year old caught with a hand in the cookie jar. She’s doing all she can to justify criminal behavior, by portraying herself as a champion of minority and women-owned business who have been denied “access”.
Aren’t all levels of our government supposed to be color and gender blind anyway?
Maxine, don’t let the door hit you in the trunk on your way out.
