The 29-year-old North Reading glazier is fighting the $2,000 state fine for not having health insurance. In 2009, the first year penalties were in place, Merlina paid a $400 fine for him his wife

Yep, a classic liberal ploy. The people that end up paying the penalties will be hard working citizens who have enough money not to be on welfare, but don't earn enough to afford health insurance -- and that will be most Americans in short order. For a family of four in New Hamsphire you have to pay between $1600 and $2000 per month for insurance -- not many guys working construction jobs can afford that.

Just about everyone I have ever met who didn't have health insurance was in that situation because they couldn't afford it. Requiring them to buy something they can't afford in the first place or pay a penalty is really just a way for the government to collect the penalties as a form of taxation. That's why the new federal health reform act predicts revenue of over 20 billion dollars a year from "penalties".
