The cop or the dog?
Yes I do think the state of law enforcement is in a huge grave yard spiral of a decline.

Police officers said they thought there was a holdup at the house. When they arrived, Clarks dog, Jadore, came running out and one officer didnt have enough time to grab his pepper spray, police said. He reached for his weapon instead, police said.
So the pepper spray, which is likely on hid belt right next to his sidearm, was just too inconvenient to grab?
Both my brothers and my father-in-law are LEO's. While I have not seen any empirical data about the decline in quality of recruits, I have sure heard a lot of anecdotal evidence to support it.

Plus the rest of the article explains that the cops were responding at 4:00 AM because an alarm company called them and said the panic button had been activated.
