It doesn’t say if they were illegal or not. It only says they were from the Congo. There is NO REASON for living like this. They have trash collection there too.

The story mentioned that they lived in an apartment above what appears to be a garage. So....they must have been renting.Where was the landlord/property owner when all of this trash was accumulating? That kind of filth in this heat would generate a horrible smell....surely the landlord would have told them to clean it up or threatened them with eviction? Maybe they were squatters...It will be interesting to get the rest of the story.

I see this dynamic with all the Mexicans in my town. They will look me right in the eye as we are stuck in traffic and fling their refuse out their window and onto the freeway.
For me and many Americans, there is a moral component to littering: Not only does it demean the litterer and deface the environment, but it disrespects our fellow citizens who have to look at it. Maybe I'm old school, I dunno.
I have noticed that nowadays, wherever I pull over to pee in the countryside of Texas, there is oftentimes a used disposable diaper discarded along the side of the road, full of Mexcrement.
