The Congressional 10th Amendment Task Force today introduced a House Resolution, reaffirming Congress’ commitment to the principle of federalism and the 10th Amendment to the U.S. Constitution.
The resolution specifically calls for “real decentralization of power” and recognizes that “the cause of liberty demands that government should be made accountable again to the consent of the governed” through the restoration of American federalism.
“The Founding Fathers’ vision of a limited national government of enumerated powers has gradually given way to an intrusive, irresponsible, and virtually omnipotent national government. I am proud to be among the efforts to engaged and educate other Members of Congress on the importance of restoring federalism principles in Congress,” said Congressman Rob Bishop (R-UT), co-founder of the 10th Amendment Task Force.

Recognizing that the cause of liberty demands that government should be made accountable again to the consent of the governed and calling for the real decentralization of power through the restoration of American federalism.
Whereas this is a Nation of States, and federalism is central to the structure of government and the very definition of American constitutionalism;
Whereas as James Madison famously noted in The Federalist, ‘‘The powers delegated by the proposed Constitution to the federal government are few and defined’’, and that ‘‘Those which are to remain in the State governments are numerous and indefinite.’’;
Whereas throughout American history and the laws of the United States, most powers of government and as a result the decisions that affect citizens’ day-to-day lives were to be made at the State level;
Whereas the relationship between the Federal Government, the several States, and the sovereign people is summed up most succinctly in the Tenth Amendment, ‘‘The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.’’;
Whereas the structural division of powers and functions between the Federal Government and the several States provides a double security against abusive government by causing each level of government to check the other in the name of upholding the rights and protecting the liberties of the people of the United States;
Whereas in recognizing and protecting a sphere of state autonomy and local self-government federalism has expanded liberty, accommodated a vast diversity of opinions and fostered an extensive array of policy innovations in addressing and solving many of the nation’s greatest challenges.
Whereas ever-increasing amounts of regulations and laws emanating from the Federal Government, occurring in stages over the whole course of the 20th century but gathering particular momentum with the expansion of regulatory government in the 1960s, have centralized and bureaucratized political rule in the United States, undermining the balance of federalism and threatening self-government;
Whereas under the current Administration, the ideology of big government has found a new voice and a new sponsor, and the results, from massive spending to the takeover of whole industries to new regulatory initiatives to the explosion of debt, have been especially threatening and destructive to the idea and structural integrity of federalism; and
Whereas in an atmosphere where courts and the executive seem to be moving in the opposite direction, a new Congress must take upon itself the responsibility to limit the scope of Federal powers and extend the ability of the several States to assert their legitimate powers; and
Whereas there are many policy areas that have become federal government concerns but are better dealt with at the state and local levels of government, the devolution of which will provide for dynamism, opportunity, and creativity in solving problems and fostering prosperity in the United States: Now, therefore, be it
Resolved, That—
(1) the House of Representatives—
(A) recognizes that the cause of liberty demands that government be made accountable again to the consent of the governed, bringing it closer to the people and returning to them control over their lives while making it better able to solve their problems and serve the common good; and (B) recognizes the historic and continuing importance of federalism and reaffirms its commitment to safeguard and uphold constitutional government as defined by the Tenth Amendment to the United States Constitution; and
(2) it is the sense of the House of Representatives that—
(A) this situation requires, and the very future of freedom and limited government depends on, a restoration of American federalism and a real decentralization of government power and vast areas of policymaking from the Federal Government to States, local communities, neighborhoods, families, and individual citizens; and (B) while recognizing that the restoration of federalism will require a widespread and extensive restructuring of federal government operations, and that not all or even most of solutions come from the national capitol, the best path toward achieving the goal of real structural reform is through practical but significant policy reforms that will allow the several States to prove the virtues of federalism and thereby build a new nation-wide consensus for decentralizing political power in the United States.

WHEREAS: Article 1 Section 8 of the Constitution does not specifically list regulating education, the environment, communications, aviation or the stock market as enumerated powers, the following agencies must be abolished: The DOE(Department of Education),EPA,FCC,FAA, SEC as they are rights reserved to the states per the 10th Amendment.
It really is just that simple. Resolve that the federal government not be corrupted; then start declaring, one by one or in huge blocks, the pieces of federal legislation that are unconstitutional and therefore VOID from their inception; cross them off the books; stop the funding, auction off the assets, and move on to the next bunch.

Har! THAT elicited a prolonged chuckle and a smirk I can't seem to remove from my old mug, but a point well made. As a fox's taste is for chicken, so is a would-be tyrants taste for control. Our Constitution made us guardians of the henhouse of liberty, so we have only ourselves to blame for the soup we find ourselves in. ANY movement or initiative to beef up the defenses around our henhouse should not only be welcomed, but encouraged and supported, eh?
I have no argument with any of your points. The amendment process, while a convoluted procedure compared to “stroke of the pen; law of the land”, should have been used to make any changes that fell outside the enumerated powers of Art. 1, Sec 8.
Well, if we're going to dream, we might as well dream big! Fact is though, you're absolutely right, it CAN be done, no, MUST be done. But I suspect the collective will to dismantle the machinery may be lacking, particularly in large pieces. If it is to be done at all, it will probably have to be done incrementally. Do we have enough time???
I think this November will tell us a lot about whether this generation is up to the challenge. If there is not a sea change in the mid terms, only then will we find out if we have the courage of our Founders to set things aright.

Cece Heil's interview voiced just the approach I described, and I haven't heard it discussed since, which I suspect means it is the real plan. If it were being discussed openly, the government dependents would definitely come out in force in November.
Might very well be something to that. Holding one's cards close to the vest is good advice almost all the time. Question I have is, have Pubbies learned enough over the last couple elections to understand what MOST Americans expects from them? For a center-right country to be "ruled" by the likes of the present regime is nothing short of astonishing!
IMHO, Pubbies need to clearly state their agenda whether it stirs up the leftist cesspool or not. Conservatives(whether many know it or not) are a larger portion of the electorate than the libtards. What keeps conservative Pubbies from touting their agenda? Not so much fear of Dims but fear of the dinomedia who emboldens and legitimizes the cultivated scum who vote(whether they actually vote or not) for the professional panderers.
The dinomedia can't die soon enough.
I don't know all these reps but I can tell you Tom Price R-GA IS a real conservative. He has been consistently conservative as our rep and has fought corruption and bloat while in office, was vehemently outspoken against TARP, bailouts and all the stimulus packages, as a doctor, he went toe to toe with Obama and Congress on Obamacare, he is a tea party speaker and a favorite among local conservatives.
We also have to have a Republican majority for this to go anywhere.
