When I went to your last link, http://www.itu.int/ITU-D/connect/africa/2007/bgdmaterial/flagship-11.html I saw that $121,952,598 Billion was the amount so far that the IMF under the direction of Soros want to lend these countries? Gee.....

Yes. Exactly. And some oil rigs from our deep waters are making their ways there now, with our technology, for free. And to Brazil, of course.

But Emanuel & Axelrod, too, IIRC, have been to Africa several times recently. There have also been several stories about Congressmen who have gone there, too, but the details are not coming out, other than a ‘vacation’ or some such.

It will be more difficult to make things right if we don’t get it done before the crazy one passes the amnesty order. We will have to contend with 30 million illegals who have been given weapons and enlisted by the crazy one as his private army which he has been threatening to form. Having 30 million illegals to choose from might hasten that day.

Looks like Bush was up to something too. From your post on p. 65 (emphasis mine):

“XIII . C onsistency with International Law CMS Plans would be implemented in accordance with customary international law, including as reflected in the Law of the Sea Convention, and with treaties and other international agreements to which the United States is a party.

Now look what the Heritage Foundation had to say 02/08/2008:

The U.S. Senate has not ratified, and therefore the United States is not a party to, the United Nations Convention on the Law of the Sea, commonly known as the "Law of the Sea Treaty," or LOST. The Bush Administration's fiscal year 2009 budget proposal, however, requests nearly $5 million to fund the LOST organization as well as the international tribunal established by the treaty. The Administration's request is both fiscally irresponsible and opposed to U.S. national interest. If it is not withdrawn, Congress should reject the Administration's proposal and any other request to provide funding for international organizations of which the United States is not a member.

Question is: Why would the the words, "...CMS Plans would be implemented in accordance with customary international law, including as reflected in the Law of the Sea Convention..., be included if we aren't party to the "Law of the Sea Treaty"?

Hmmmm.......

LOST also extends to ocean flowing rivers

That would be pretty much every navigable river in the US, ie the Mississippi, Columbia, and several others.

If I remember correctly not just at the mouth, but all the way to the furthest inland port.

I did see that this bill HAS NO Sponsors!-—yet it was processed through our government system of committees. The Agricultural Committee was given just one day- July 28, to study it. It was passed through committee and Friday July 30 is released to be debated on the House floor. Here is its history:

9/8/2009 Introduced in House

7/28/2010 Reported (Amended) by the Committee on 111-575, Part I.

7/28/2010 Committee on Agriculture discharged.

7/30/2010 Rules Committee Resolution H. Res. 1574 Reported to House. Rule provides for consideration of H.R. 3534 and H.R. 5851. General debate for H.R. 3534 shall be one hour and forty minutes. After general debate, the bill shall be considered for amendment under the five-minute rule. And, it shall be in order to consider as an original bill the amendment in the nature of a substitute printed in Part A of the report of the Committee on Rules accompanying the resolution. Notwithstanding clause 11 of rule XVIII, no amendment to that amendment in the nature of a substitute shall be in order except those printed in Part B of the report of the Committee on Rules.

I tried to read some of the bill. Here are some points I noted:

The bill creates 8 more Dept. of Interior Agencies. It not only concerns itself with inland waterways, but with our continental shelf.

Repeals certain taxpayer subsidized royalty relief for the oil and gas industry.—Title VII

A Director shall be in charge. I gathered that he/she would be responsible for deciding who and who would not be allowed to lease this new government land/water.

A Secretary would be in charge of canceling any existing leases.

Would establish a National Oil and Gas Health Safety Academy

Sec. 106 ABOLISHMENT of MINERALS MANAGEMENT SERVICE

$900,000,000 shall be deposited in the Treasury of the U.S. and credited to the Land and Water Conservation Fund.

$150,000,000 would be deposited into the Historic Preservation Fund.

They would investigate the Deep Water Horizon incident.

p. 97 Divides our national waterways into 9 different regions-—per Obama’s Executive Order that he signed July 19, 2010.

Page 117 it begins talking about Gulf Restoration

Page 117 also begins talk about expanding Geothermal Energy.

I wish that I had time to read it more indepth. I will endeavor to do so. In general, I see a government power take over of more and more of our states and individual rights.

“In fact, our Constitutional form of government is being completely destroyed because buried in the CLEAR Act (HR 3534) there is a provision for a new council to oversee the outer continental shelf- it appears that this Regional Outer Shelf Council will be part of the National Ocean Council. This means that if Congress makes the CLEAR Act into law, then the implementation of the UN Law Of Sea Treaty, as part of the National Ocean Council's agenda, will be “ratified” in a convoluted and stealth manner, in full opposition to the Constitution.”

This is of grave concern. They will try to pass this bill under the guise of helping our desperate people in the Gulf, yet few will really comprehend the takeover of more of our land and waterways by this deceptive administration.
