If AC had said “DO you think he is a racist”? that would have been a question.
“You think he is a racist” is not a question.
“You think he is a racist” is not a question.
In a transcript, I agree, but voice inflections are very important in determining if something is actually a question. English is not a monotonic language, although our use of inflection is not remotely as complex as in Mandarin Chinese.
