Rangel "in the twilight of his political career"?
Does the Times know something we don't? There is no way that the voters of that district won't re-elect him. There is no way that the House Ethics Committee, Democrat controlled, would vote to recommend that he be expelled. Nor is there much of a chance that a possibly GOP-conrolled Ethics Committee next year be willing to do it.
That leaves two ways Rangel will leave Congress: he'll resign for whatever announced reason he'll give or he'll die in office.

I think they’re going to be asking for his resignation. The administration and the DNC can’t afford to keep people like him around anymore, IMHO. Not since people are more awake and paying more attention to DC - it’s not like nearly enough are paying attention, but there are more than usual thanks to the Tea Parties, and thanks to the incompetency that defines Obama and Congress right now.
They probably want to hold on to his seat somehow. I don’t know how the laws work in his State, but perhaps they are asking for a resignation as a means to install his protégé (don’t know if there’s someone “in the wings” yet or not).

I think they are going to be asking for his resignation. The administration can't afford to keep people like him around anymore. In what sense? Don't think that Rangel's ethics problems will have much of an effect on top of the already negative image that congressional 'Rats project nationally. Locally, in his predominantly black and Hispanic district, he will be a shoo-in for re-election as long has he wants to run. And when he goes out on his own terms, the seat will stay Democratic in perpetuity. So the O administration and and the DNC have little to worry about.
