Mr. RANGEL introduced the following bill; which was referred to the Committee on Armed Services.
A BILL
To require all persons in the United States between the ages of 18 and 42 to perform national service, either as a member of the uniformed services or in civilian service in furtherance of the national defense and homeland security, to authorize the induction of persons in the uniformed services during wartime to meet end-strength requirements of the uniformed services, and for other purposes.

Involuntary servitude is involuntary servitude, whether by whip & ship or penalty for non-compliance by government edict. If a cause it just, true volunteers of their own volition will be in ample supply. My life is not the property of the state.
His district is 30% black and about 50% Hispanic, but I don’t think that has too much to do with it.

I wouldn’t waste any time on Faulkner, who is considered so harmless that the Rangel gang didn’t even challenge his signatures. They challenged Tasini, the Dem favorite in the part of the Upper West Side that is in Rangel’s district. If the Dems are sick enough of him, he’ll be gone.
Seems that back in 1991, the moment the first American attack in the Persian Gulf War was launched. Cong Rangel lamented that the war would be fought by an all volunteer military that had a larger percentage of blacks (and perhaps Hispanics) than the general population.

"The Plan"---Page 58---Citizen service: “Every citizen needs to understand and accept the essence of the American bargain: Each of us has to do his or her part. While the rights of citizenship are explicit in our constitution, the implicit responsibilities are every bit as crucial. All Americans between ages of 18-25 will be asked to serve their country by going through 3 months of basic training, civil defense preparation, and community service. The nation will enlist them for 3 months of civilian service. They’ll be asked to report for basic civil defense training in their state or community.”
Candidate Obama 2008: ”We cannot continue to rely on our military in order to achieve the national security objectives that we’ve set. We’ve got to have a civilian national security force that’s just as powerful, just as strong, just as well-funded”.
“Obama will call on citizens of all ages to serve America, by developing a plan to require 50 hours of community service in middle school and high school and 100 hours of community service in college every year”.

Civil War coming.
IIRC, Rangel is a Korean War veteran who is, of course, black and has a largely black and Hispanic constituency. Ironically, one of the consequences of his proposal will be, as you say, to deny more young people of minority background the opportunities available in the military.
This mandatory national service scheme, taken as a whole, smacks of similar schemes common in dictatorships throughout history all around the world. It flies in the face of the value of freedom of opportunity that has been essential in America's rise to the greatest nation on the planet.
Wonder what the 18-42 year old Obama voters think now?Canada it’s the draft ya know.
Why dont they make people who accept government assistance do this volunteer work and leave the rest of us alone?

This is a solution to “the problem with socialism is eventually you run out of other people’s money”.
It hasn't yet. Rangel's been submitting this bill, or one similar, every year for God know's how long.
This time, however, we have a president who wants what the bill calls for, AND is running out of other people’s money so he needs a means for slave labor.
