President Obama, without fanfare, submitted Donald Berwick's name to the U.S. Senate Monday for confirmation as the top Medicare and Medicaid administrator.
Obama had sidestepped the confirmation process two weeks ago when he appointed Berwick while the Senate was on recess for the July Fourth holiday. That bristled Senate Republicans.
Obama issued no statement with Monday's announcement on the White House Web site that Berwick's nomination as administrator of the Centers for Medicare and Medicaid Services had been submitted along with several others.
Even without Senate approval Berwick can stay in the post through 2011.

Im honestly shocked. Wasnt the whole point of the recess appointment to avoid questions in a high-profile forum about Berwicks fondness for NHSs rationing authority and his views of health care as redistribution? Now, suddenly, Obamas going to force Reid and company to deal with the Berwick headache three and a half months from the midterms? What possible logic could there be?

Checking around a bit is enlightening! Some of the Senate seats that were filled because of death (Byrd) for example, or by vacancy (Bambro) could be immediate appointments after the November elections. I guess it depends on the Secretaries of State as to whether the appointment would be immediate. If they are afraid they will lose the Senate this might be their last chance effort to get Berwickillusall into the position permanently.
Polling data shows the recess appointment is a loser? Each time he makes a decision (omitted controversial as it goes without saying), it will be hammered for not coming out in the hearings that didn't happen. Also, he wants the hearings to happen on Harry's watch.

This is more clever than you may think. IMHO the hearings will start the week after the election, with the vote coming in the lame duck session. That way, during the campaign, the President and his allies can claim “we didn’t skirt the process, O made the appointment because of Republican delaying tactics and the post was too important not to fill - but now we are going to go through the regular process.”
In any case, this will allow them to have the final vote after the election, which puts Berwick in the job until at least 2013. That will give him a chance to write all the regulations for Obamacare.
The Republicans need to announce that they will fillibuster EVERYTHING in any lame duck session (even naming of post offices). Otherwise we will see Cap and Tax, Card Check and “Comprehensive” Immigration Reform all passed by a bunch of Demonrats with nothing to lose.
That’s obviously why he’s doing it. The reason Bambi has moved so fast is that he (well, they; this isn’t Bambi’s own idea, he’s just the one popular enough and ruthless enough to carry it out) knows that he has only a short time to do this. He needs this appointment immediately and he knew he wasn’t going to get it; he’d like it for longer than January 2011, so he’s shooting for that, but even if he doesn’t get it, he’s got these 6 months or so and he moves very fast.
I think many people, including our elected representatives, were blindsided by his actions, since he started the day after his inauguration to simply undo our system of laws and government and our economy. He and the gang (Ayers, Axelrod and Emmanuel) realize that they don’t have much time left and they will do anything to make sure they leave in place laws and appointments that can’t be undone until way too late to prevent the damage they were meant to cause.
Last night NPR was happily discussing death panels as a done deal. So if dessert isn’t a right, neither is life itself. Abortion on demand, euthanasia for the elderly, feeble, handicapped. Obama is a gift that keeps on giving.

What did this guy do to earn 2.3 million dollars last year? If he earned so much what do his tax returns look like? Is he a socialist or an elitist? We know but make him say it our loud!!

our fearless president - Berwick’s income is generated from what value? I mean is a think tank that has not shown any results a place where socialists can earn huge amounts of money while complaining about how the rich are not taxed enough? I don’t care what these folks do and what they say, I question where is the money comong form? Is it government grants? If so what the heck are we getting in return?
