Some experts say California's payroll system 'puzzle' doesn't compute
Los Angeles Times ^ | July 19, 2010 | Jack Dolan

For the last seven years, demands that state worker pay be reduced when California has no budget have been met with a consistent response from union-friendly state controllers: Their computer can't do the math.

It's an argument that has outraged Gov. Arnold Schwarzenegger, bemused computer experts and elicited the skepticism of various court judges — especially as the payroll system has adapted to other complex programming tasks, such as calculating dozens of raises for unionized employees and slashing the pay of elected officials and their appointees to zero during Sacramento's budget crises.

Although many computer experts agree that the state's payroll system is antiquated and would be difficult to update, they also said reprogramming it to calculate the minimum wage for more than 200,000 workers probably could have been accomplished long ago and in a matter of months.

Care to explain why ‘stupid Texans’ can solve this problem, but ‘smart Californians’ can’t?

It's not that they "can't" , it's that they don't "want to".

You might want to consider narrowing your charge a bit, since the computers Texans are programming were likely designed by a private sector staffed by Californians.

Why would reprogramming be necessary? There’s no need to modify a payroll program to change someone’s pay. People get promoted or demoted and salaries change all the time. You don’t change a program when someone’s pay changes, you just enter the change into the system.

Apparently they’re too stupid to even do that. They’re claiming reprogramming is necessary, so let’s go with their claims - it makes them too stupid to do the reprogramming they claim is needed.

The problem is in the carbon based interface units.

Unlikely. We have our own tech sector here.

However, our DMV uses a system that was originally designed for the CA DMV to issue license plates and registration stickers on the spot... but which was rejected by the CA DMV as being ‘too labor saving’.

Whats stupid is believing that these fat-assed bureaucrats are telling the truth in the first place.

By the way:

Not in, from, or even majority-staffed by Californians.

Well, Californians seem to keep falling for it. Then they attack Texas to try to divert attention from their failed state.

BTW a nice Texas family moved in just down the street from us - big Texas A&M fans. In fact, I've been seeing more out of state plates here now than at any other time since the early 80s.

Weird, huh.

Those would be the liberal Texans leaving. It’s getting ‘too conservative’ here. :P

California still has net emigration, not immigration, especially of businesses: http://www.nationalbubble.com/people-are-leaving-california-by-the-thousands/

California should just outsource their entire benefits department to Texas.

No, it’s dragnet2. His entire purpose in life seems to be to post “TEXAS SUCKS” threads. I’m just returning the favor.

I have other reasons to hate California, mostly having to do with the fact that the idiots at “the best cancer center in California” missed a couple of tumors when they scanned my mom a couple of weeks ago that they shouldn’t have (she came to Texas for a second opinion and thank god she did) - but that has nothing to do with today.

I know what you mean.

I hate anyone from Illinois since Obama was elected. And I hate the Chinese because China is where the flu bug always comes from.

Maybe you should find a forum that doesn't originate in CA to post your "CA Sucks" threads on.

Actually, I generally don’t post such things, but sometimes putting up with dragnet2’s garbage (every day, it seems like) gets to be too much and a dose of his own medicine is called for.

One guy on FR doesn't represent all of California. Settle down.
