Does your definition of "civilian" include criminals who are not part of the military or any other government employement? I'm curious because for the most part non-criminal civilians don't kill cops at all so the statement would seem axiomatic.
Does it really even matter if it includes “criminals”? Because by the definitions they use everyone who is shot by a cop is automatically a “criminal” because he was “resisting arrest” or “disobeying an order” or some other trumped up non-crime. Furthermore, does being a minor criminal offender mean execution by the cop is okay? Most cop shootings do NOT take down serial murderers. They take down people for offenses that would receive far less than the death penalty in a court of law.
