Mr Zuloaga owns Globovision, the only television channel to remain openly critical of the government.
He went into hiding in Venezuela last month after the authorities ordered his arrest for alleged profiteering.
He has now appeared in Washington at the inter-American commission for human rights.
"We have come to find the justice we cannot find in Venezuela,"

The article concludes by noting that no less than 6 other television stations (and I think also all remaining opposition radio stations) were shut down in January, supposedly for "breaking a law on broadcasting government information".
See if this bit doesn't sound all too familiar in light of Obama's plans for regulating American broadcast media:
But the government says the regulations were designed to make Venezuela's media more democratic and representative.

Last month, Hugo also
seized a bank owned by a major shareholder in Globovision, and issued an arrest warrant for it's owner, also on the lamb. This action was seen by many as a possible prelude to taking over Globovision itself, and all this to weaken the opposition in preparation for legislative elections coming in September.
