Isn’t the President sworn to uphold the laws of the nation??

Not directly, only the Constitution.

"I do solemnly swear (or affirm) that I will faithfully execute the Office of President of the United States, and will to the best of my Ability, preserve, protect and defend the Constitution of the United States."

However the Constitution also says:

The executive Power shall be vested in a President of the United States of America

The executive power is not defined, but I'm pretty sure it involves enforcement of the nations laws. Presidents have often chosen not to enforce laws for political and/or policy reasons. None of the non-enforcement actions have gone to the heart of representative government quite the way this does.

If we no longer have reasonably honest elections, we no longer have representative government, and the Constitution will have been effectively overthrown.

Is this what government theorists call a “regulatory capture”? Where the govt. agency (DOJ) has been captured by, and is actually working for the interests of the folks who were supposed to be “regulated”, i.e. the criminal class?

Like Janet Napolitano over at Homeland Security, who is actually working for the interests of the foreign-born invader class?
