They're recommending ten years of 14% cuts in defense spending. This is accomplished mostly by eliminating or cutting specific underperforming programs, and eliminating non-essential foreign bases.

Yep. The world is getting increasingly dangerous. The constitution requires congress to defend the country and yet most of the budget is on unconstitutional spending.
